Conservation Sonoma
The City of Cotati is partnering with Sonoma County and other jurisdictions to develop an HCP/NCCP called “Conservation Sonoma.” An HCP (Habitat Conservation Plan) and NCCP (Natural Community Conservation Plan) are frameworks to balance environmental conservation with land development. HCPs are required under the Endangered Species Act (ESA) for non-federal entities who wish to conduct activities that might impact threatened or endangered species. These plans outline measures to minimize and mitigate harm to such species and their habitats. NCCPs, on the other hand, are broader, state-level plans established under California’s Natural Community Conservation Planning Act, aimed at conserving ecosystems and natural communities rather than focusing solely on individual species. While HCPs are more species-specific, NCCPs take a regional, multi-species approach to conservation. Conservation Sonoma will combine these state and federal plan frameworks into a single comprehensive conservation plan for the county.
The primary benefit of creating an HCP/NCCP is that it provides a legal pathway for developers or landowners (including the City of Cotati) to proceed with activities that might otherwise violate the ESA or state conservation laws. These plans allow for the "take" (harming, killing, or disturbing) of endangered species as long as measures are taken to offset the impacts. This flexibility enables economic development while still protecting important natural resources. By integrating conservation measures into long-term development strategies, these plans promote a sustainable balance between growth and environmental preservation.
Another significant benefit is that an HCP/NCCP promotes more efficient, comprehensive conservation efforts. Instead of addressing impacts on a project-by-project basis, the plan considers entire ecosystems or regions. This broader perspective leads to better planning, allowing for the preservation of larger, more connected areas of habitat, which is crucial for the long-term survival of species. Additionally, the plan will encourage collaboration among government agencies, developers, and conservation groups, ensuring a more coordinated and effective approach to species protection and habitat management. The structured, long-term commitments embedded in these plans provide assurance that species and habitat protection will be maintained even as development progresses.
